Why are there gangs in cookeville?

it's not gangs it just a bunch of young punks that the parents don't keep an eye on. (let them run around town late at night why mom and dad are home drinking and/or getting high). A few have been caught, so they are keeping a look out for them.

They come to small cities like Cookeville to broaden their gang territories. They recruit them sometimes as young as 9 and 10 years-old to sell drugs and commit crimes. In small cities, by the time law enforcement finally sees that there are active gangs, the problem is already way out of hand. They also pick small cities/towns because they know there are no gang prevention units that understand what is going on.
