There is a definite need in CS and Sumner Co for laws pertaining to the treatment of pets. It should not be acceptable to confine them in poorly sheltered enclosures or keep them constantly on a lead. Also closing them up in a small dark garage for hours in the heat or cold should be unlawful. People who treat their pets this way usually do not care to keep them well fed and watered as well, let alone make periodical vet trips to ensure the animals health.
