Newark should be a better place to find qualified labor, they will qualify if they can live on poverty wages.

Story should say company moving do to lack of illegal workers to exploit.

I'd say there is plenty of people. It sounds as if they don't want to invest the time in training people therefore making there work force better and more efficient
