State audit finds Putnam County Charge backs to Employee:

This is a letter that appeared in the Lima News last week and I called the Putnam Co. Sentinel and asked why it was not printed in the Putnam Co newspapers this week and I was told that it was not important news: To whom is it not important??? Guess the B.O.E.
OTTAWA — A state audit has dinged the handling of payments to a Putnam County employee for services rendered during two elections last year.
Auditor of State Mary Taylor’s office on Tuesday issued the audit and a finding for recovery against the county’s general fund for $1,413. That’s the amount the county’s Board of Elections charged back to political subdivisions for the use of Joseph Burkhart’s services. Burkhart is the county’s full-time information technology director.
“The board of elections certified to the county auditor expenses that are supposed to be charged back to the political subdivisions that had items on the ballot,” Auditor Robert Benroth said.“He is a full-time employee by the general fund, the [state] auditors said they couldn’t do a charge back. Had it been overtime they could have. Because it was part of his regular salary they could not.”
The payments ranged from $3 charged to the villages of Cloverdale, Dupont and Perry Township to the $433 charged to Vantage Career Center, according to the state audit. Benroth said now that the state audit has been released, his office will work to credit those entities that were charged the full amount.
“We’re not happy there was a finding for recovery,” Benroth said.“All-in-all, however, it was a pretty clean audit.”
NOTE: In reference to the Lima News letter from the Auditor from the State Of Ohio,
Joe Burkart did not receive this money . The Director Karen Lammer’s and Joe's wife the Deputy Director Shelly Burkhart and Board members Ann Dillinger, Marie Heitmeyer, and Martin Kuhlman made these charge backs in 2009. My question is where did the money go? Did it go into the Elections Boards funds or to the general fund?
Guess that is why it is not news worthy
Lammers and Mrs. Burkhart made the entry’s so they are to blame along with the boards OK
This happened while on oversights. Another mistake by Lammers, Mrs Burkhart, Kuhlman, Heitmeyer, and Dillinger. Another mistake by this Election Board they do not want us to know about
