Given the declining tax base, the effects of the recession, the out migration of population, the waning birth rate, being taken over by the state of declaring Chapter 9 bankruptcy may be the only way out for an impoverished district.
No doubt this would be the only way barring a state constitutional convention to lessen the legacy costs for teachers union. A number of very generous contracts awarded by previous school boards put us in this situation. Now we are paying the price with exorbitant property taxes.
