Be enforceable? Sure you couldn't ban it outright, but it's easy to find stores that sell it and fine them.

You can also join a class action lawsuit against the town for impeding your right to emergency preparedness. Bottled water is number two on FEMA's website for disaster supplies. And with the recent water main break in Weston, this ban is starting to sound all that much more frightening.
