For the train that we definitely could use now, we are still waiting for an EPA approval; but EPA is holding it up because of a swamp where tracks are already installed.
Here, on spec, they rushed approval and are going to bury 225,000 yards of PCB contaminated sediment even though there is no contract by any wind developer to any governmental body ensuring that New Bedford will be the chosen location. Quonsett Pt. and Davisville are other workable locations.
The EPA regional director said that approval of the project "Complies with all Environmental laws." That's most likely because of the open clauses in the law that says that the EPA Director can approve things beyond the written law. There are written procedures for dealing with PCBs and CAD cells are not in it.
The marine terminal will be a 25.5 acre site. In the harbor 47 acres will be dredged; 7 acres will be filled to include
225,000 cybic yards of PCB contaminated sediment.
It was said that the project will go out to bid in weeks.
Though they said it had "Infinite potential" and Mayor Mitchell said that, "It is very real.", it is just a "A leg up" on the competition.
Mitchell further said "We are not the only ones in the game and nothing is guaranteed." and then cited a bunch of contingencies
Senator Montigney mentioned that the Wind Developer was "doing a dance" with Quonsett point as well.
Summing up, political and legislative forces expedited an approval of the South Terminal based on jobs (jobs,jobs) created by a wind industry that may come at some point (sounds like a casino) but with no clarity on the ifs and when... there are no guarantees.
So New Bedford is forced, once again, to suffer the infinite indignity of perpetual PCB contamination to expedite a bunch of maybe's.
