ECHO Housing is a non-profit housing counseling agency. We provide a host of housing services including landlord-tenant counseling and mediation and fair housing investigation, counseling, and education for Contra Costa County. We work with local landlords, property managers, leasing agents and tenants to provide information about rights and responsibilities in housing. Our fair housing program receives complaints about discrimination in housing. When people think about fair housing and discrimination, they will often think about "race". Although race is one of several protections, it is certainly not the only form of discrimination we deal with. Our agency is seeing more and more people who are disabled, facing discrimination. Often disabled people will need some sort of reasonable accommodation (such as a service or therapy animal) and the housing provider refuses to allow it. Under the law, disabled people have the right to ask for reasonable accommodations and the housing provider has the obligation to make a good faith effort to accommodate that request. ECHO often mediates conflicts between housing providers and tenants around reasonable accommodation requests and other issues that might come up. We also get a fair amount of complaints around familial status (presence of children). Some managers will try to steer families with children to one particular section of the apartment, or attempt to charge families with children a higher deposit or rent. This is illegal. Our agency provides free training and information to both landlords and managers, as well as tenants. I would like to know please, what rules govern "3rd Party" payments for move in costs and/or rental payments?
