Feline Dispute on Andy Court

I want to know that when someone admits to a polilce officcial that they are shooting at an animal even with a BB gun in the city of commerce city limits with the intention to harm an animal is ok? Where does the BB land our children, though out home window? The BB has to land somewhere if not for the intended kill or wounding of the intendend target. The last time I checked that is animal cruelty which is punishable by law. I noticed in the paper there were no charges brought against the person who willfully admited that he had shot at cats. Is the police department telling me it is ok to shoot an animal, if I miss thats ok. if i hit the intended target then there are no penalties. I am a cat lover and find it disgraceful that someone can get by with this with no police action. I guess it's not a felony to pray on an innocent animal that has wondered out of the yard. If you see a cat in your yard shoot at it, it's ok according to the city of commerce police department, if you kill the animal or wound it that's ok... just hope that it's not you child that takes the end of the bullet.
