There's more to this story of how this incident occurred. Proper procedures were not being followed. Silo work is dangerous, and certain safe work practices must be followed every time, no excuses. This is a management failure, which cost this man his life. The Hispanic worker tries very hard to put in good work, and often takes on tasks beyond their training or experience. There will be more to come out of this investigation.

I doubt there would be one in the silo where he was working. Soounds like an improper lockout, if there was one.
