Under Ky law it is not required to be certified to run radar. The vast majority are not. They have just revieved in house training which is sufficient in Ky. Also a K9 does not have to be certified in Ky. However, they must prove reliability and credibility through training and use records. Every state and court varies on these requirements.
You might want to check your own facts if you are going to use a piece of equipment to write someone a speeding ticket then you must be first trained on how to use it their for you have completed and certified with that equipment. If you write me a ticket and can not show me prof you have been trained to use this then it will never stand up in court. Hope this helps clear up your thought process. Now for the K-9 you are some what correct but the dog has to be able to show prof that they are creditable and without the dog being certified through a State or National board then how do you think Rainwater is going to prove his dog's creditability with his word I think NOT!!!! I commend the sheriff's department for making the choice to have a K-9 program because their is no better tool to have but if you are going to try to just corners and make the rest of use K-9 handler's look bad when we put in the time, money, and work to make sure we are doing everything in our power to make sure we keep the K-9's creditability in court. The average K-9 coast 7,000 to 12,000 I am sure Mr Moss did not pay anything close to that if he paid anything at all which means who owns the dog is it the sheriff's department or is it Rainwaters this to can become an issue in court if the dog bites someone or scratches a vehicle who is going to pay for it?

if you don't have to be certified on radar or have a dog certified why does KSP do it. I know a few troopers and they all were trained with radar, and I do know for a fact there k9 program and dogs have been trained.

Maybe you should be familiar with case law......Honeycutt v Kentucky. You dont have to be certified as a operator of radar, just familiar with the use, set up and operation.

You are exactly right. A fellow officer giving another officer a quick run down on how to operate it is usual all most have.
Im guessing most of you know nothing about a radar and think its some really complicated machine. In reality after a quick lesson a 5 yr old could properly use one.

I used to think the world of Harrison I worked at Hancock tire and he would come down there in gas truck he drove for Newcomb oil and was a super nice guy!! Treated me and everyone down there with respect and was always talked to us like we was someone!!! Today if I see him he don't talk or speak to me at all!! The badge has went to his head and in my book there isn't a police officer in Columbia that is truthful or fair to anyone!! All they have on there mind is seeing how many marriages they can break up and how many women they can sleep with!!! Two has got fired within the last 5 years and one just recent!! I know one more who is getting ready to be let go as well!! Now just tell me how you could believe a word that one of them guys have said and I'm sure there are men and women in jail as I speak that one of them three has lied on!! To me there credibility just isn't there!! Instead of working and doing there job they would rather be out with a woman on the job!!! Now there is a couple that I know don't do this and are really great cops and do there job!! One of the city cops arrested me onetime and had a case of beer in his driverside floorboard in his cruiser and told me not to touch it!! If I had it to do over I would have opened as many as I could and drank them before I got to jail and the sad part is he is still on the force!!! Pretty sad little town I think!!

There is a guy on one of the buy, sell and trade sites, on facebook that is selling puppies, for 175.00 each, that he says this k-9 dog is the father of. Don't the k-9 dogs have to be fixed to hold this title and job? And if he came from the dog pound, he would have to be fixed before leaving the place.

First you said there wasn't a police officer in Columbia that was truthful, then later you state there are a couple you know that are really good cops and do their jobs . which is it

Why would the dog need to be fixed? 95% of police dogs are not fixed.
