Call it "go away" money or anything else, but you can't receive money in exchange for a child. Moreover, you can't just hand a kid to someone adn say they can raise it--the grandparents in this case would have no legal standing as guardian in case the child falls ill, to enroll them in school, etc.

The parents had the ability to give up their parental rights at any time, and the grandparents might have been able to take over if they adopted them. But you can't just transfer ownership of kids.

And the "next grandparent" SHOULD fail--it will still be illegal.

I know this girl - she is mentally ill and has had/been trouble her whole life - hopefully she will now have to GIVE the baby away to someone who is capable of love

No, but until other facts are presented, this is what we have to go by. And since the article seems fairly direct, it is most probably close to the truth.
