If he had been a high ranking person in San Francisco, and rather than in Colorado, and had been a whistleblower opposed to Willie Brown and/or Willie Brown's associates, then the relevant SF city agencies would have gone through their choreographed charades of pretending to "investigate" his murder, and then would have eventually concluded their "investigation" by insisting that he had been killed by a random shot, and that therefore his murder had no connection to the fact that he had been a whistleblower and had been causing discomfort to Willie Brown.

And the stooges and puppets on a string at the San Francisco Chronicle, and who almost always automatically accept and believe whatever lies and garbage the various SF city agencies feed them, most likely would have then informed their readers that the murder had no connection to the fact that the guy had been a whistleblower.
