Traveling across the Appomattox River Bridge headed toward Enon you see a sign that says, "Leaving Hopewell - Entering Prince George County". Then about half way across the river a sign states you are entering Chesterfield County.
So according to the signs the bridge is not in Hopewell at all. Does 1/2 the river belong to Prince George or Hopewell? If you dock your boat at the marina do you pay personal property taxes in Hopewell or Prince George?

A little research and I have the answer.
Hopewell needed the bridge in a county in lieu of a city in order for the state to maintain it. Some more political shenanagans, I guess.
But, hey, thanks for all the input folks!

One of the few smart moves by the City of Hopewell. Yes the bridges are in Prince George. The reason is that the state is responsible for maintenance.
As for juristiction, the Harbormaster has juristiction over the entire river, to the opposite bank, north and south according to the state code. Authority is only superceded by the State Police and Coast Guard.
How do I know this? I was the Harbormaster, read the law, and have been a member of the Coast Guard for ten years.
The morons on City Council could never grasp the concept of the law so, because I wanted to do the job correctly, I was removed by a cowardly late night session.

I have for a long time heard story after story about the city government of Hopewell. Seems they pull a lot of wool around there. The Patrick Copeland school demolition, the huge library eminent domain, the loss of crime evidence at police headquarters, etc.
At least they haven't evicted the school board from their offices during the night.
