why were the water bills marked with a march 4th date but did not arrive in my mailbox until march 12th? i thought the town should give us 30 days to pay a bill and not shorten the time to pay it

They are due once a quarter. We have roughly 90 days to pay from one to the next.

that does not answer my question we should have 30 days to pay after the paper bill reaches my house

Have you ever chekedk your credit card, electrical, cable or other bills? They are never "30 days from time of receipt". The usual is 20 days. The billing cycles end at a specified time and bills are compiled and sent out. This takes a few days.

You have the right to your opinion. However I know of no ordinance, law, etc. that would require the town to give you 30 days from the time it hits your mailbox.

Sec. 21-85.- Payment of utility bills.
Water or sewer service bills shall be payable immediately upon receipt by the customer. Bills shall be paid in the office of the town treasurer, or by mail, or to agents appointed to receive such payments only for the total amount due and only for bills rendered for water and sewer connection....
so by the time it's in your hand, its DUE.
