So which firm was it and why not in a public council meeting where minutes are recorded and not in a work session that is not well advertized? Ya'll keep asking for citizen input but continue to acting on material without notice.

Wanda, once again, thank you for the update. Got to say, I have missed news releases from our informal Press Officers.

I want to be very careful with what may seem to be criticism, because I support a top down review of our town government and I know that is nothing but good intentions with the council actions.

It is my understanding of the FOIA in the State of Virginia there are certain procedures that must be followed in order to stay in compliance. Now, I would be the first to admit, I am not an expert on the FOIA, but every closed meeting I attended had many of the requirement that an open meeting calls for. All meetings must be advertised beforehand, a quorum must be present, a record of who is in attendance is taken and all motions and votes must be recorded.

These minimum requirements allow the taxpayer the opportunity to see who is proposing what. Seems to me it is not that difficult to call Kathy and ask her to place a closed work session on the calendar. I get updates from the town all the time.

Town Ordinance perhaps, BUT it HAS been required in the past:

The hiring of Brian Hooten in 2003, according to the FLS - Oct 4, 2003:

Hooten said he had already begun to look for a residence in town, which is a requirement of the manager's job.

The Free Lance-Star - May 1, 2005 Lists the Following Requirement:
VACANCY TOWN MANAGER The Town of Colonial Beach Virginia Is accepting applies for the position of Town Manager. Salary level 50.000-$75.000 ... Manager Is required to re locate within Town limits.

King George Journal - Apr 12, 2006: VACANCY...Manager is required to relocate to within Town...

So I think it is safe to say that it has been a REQUIREMENT that the Town Manager live in Town; however it might no longer hold true.

All after Buswell were required to live in town by advertisement..Hicks,Hooten,Kr azel and one other, until Val. Talking to some prior council they indicated should drive same roads we do, pay same taxes, be available to the public.

Since I have been on Council every closed session has been on the agenda to my knowledge. There is usually always a closed meeting shown on the agenda and if not needed it is not used. Everyone who is interested should make a practice of coming to all Council meetings. If you remember, I attended nearly all council meetinfs because you never know what will come up. Work sessions are a new concept, and also keep in mind I am still learning as is the newest member, Linda Brubaker, Other council members are more seasoned but I believe with the small amount of training (8 hrs at VML) it is still a learning process. There are minutes taken at the work session also. Anyone that wants to talk to me, pick up my card at Town Hall. It has my phone number and I will talk to you or meet with you.

As far as the management team contract, I believe that we are still getting bids, but Whitestone will be at the next meeting to give a presentation and probabily answer questions.

I am still in favor of transparency, but sometimes personnel issues, must be private. I will be candid as possible and you may only hear the result of our work, not the process. Now I hope I don't get attacked, because that seems to be the way some on this site react.

There is a work session every 4th Thursday. A Council Meeting every 2nd Thursday. That schedule has not changed...new starting time for Work Sessions which is 4:30. I believe we need more Work Sessions if we are to get much accomplished. Work Sessions are the only times we can get together to discuss together issues and plans. That is too slow when you have to wait 4 weeks to discuss the many issues and on-going projects, plans, etc.

For the complainers....just attend the meetings. If you really want change sign up as a volunteer. I am looking for volunteers on Finance and Administration. Call me if you are interested in getting involved and having a real voice in the town you live in.

Think all are doing good at the work you are trying to accomplish. Just some of work and work session are difficult to attend just to be there in case something you are interested in is brought up. Before the last council started they use to publish a adgenda for the work session that indicated disscussion topics. While they are only once a month sometimes it's hard to get off 1 1/2 hours early to be able to attend. They also had Saturday meeting once a quarter so Tax-paying residents were afforded the ability to attend.

Council Meetings are at 7:00PM and they are still not well attended. The work session was moved to help work around the schedule of all council members.

This last work session was held over from the previous week, so it was officially not a separate meeting. Personally, I don't agree with that, but it fits the letter of the law.

Meeting minutes should be posted on the website after approval at the next meeting. Right now the last set of minutes is from about September 2012. Either post them timely, or make them available via email to those who sign up to get them.

Don't bother to ask about the last "work sessions". I have already. If fact there is no public record that the meeting even took place. No record of who was in attendance or if quorum was met. The only thing we know is two vendors mythically appeared, procured by an self appointed purchasing agent, who happens to be a member of the Town Council. This is so wrong on so many levels it is breathtaking.

The meeting was video taped. Should be online, but I haven't checked. Call Mayor with your concerns. I have requested a temporary stenographer to take minutes in place of Town Clerk who is out with triple bypass surgery.

I'll tell them what's wrong for free. Department Heads with no accountability. Multiple layers of management with no clear chief.
Three managers at Public Works for nearly $200,000? Jill was brought in because supposedly Curtis at the WWTP couldn't do the job right, but Jill now doesn't have anything to do with the WWTP. Curtis is still running it, and doing a fine job. So why do we have Jill? Jean was brought in because Rob Murphy couldn't handle the job, now all he does is hide in his office for $70,000 / year while Jean manages the crews. Why?
And I would like to know why we are paying the Town Manager over $100,000 per year, and she can't figure out what the problem is? Now we have to hire an outside firm to supplement her not being able to do the job???
I want a tax refund.
I hope u will go to the meeting and report back. I have to work...

I want to be fair. It seems there was a misunderstanding on my part concerning the minutes. They have not been transcribed because they are short handed. I am sure they will be very happy once Kathy returns and I wish her a speedy recovery. Additionally, I have leaned that the article in the Westmoreland News is not correct and there have not been a vote to accept one of the two vendors that have submitted bids.

My issue is not the why or the what-I understand and agree, but the how.

Wanda, minutes are extremely important because they convey the intent of council at that time, for future councils. After reading the article about water use for ice that was being charged, I remember council addressed this about 5-6 years ago and added SEC 21-80(e)to the code that allowed a meter to be installed on the sewer line and owner would be billed only for amount discharged. It did state the owner had to install it but with sewer approximately 3 times higher than water the cost would be offset quickly.

It was not a vote, but an informal decision by TC. Nowhere in the article does it state a vote.

I spoke with Jim Chiarello this evening to ensure I was correct in what I wrote and yes, TC did decide to go ahead with the initial portion of the contract, with Whitestone Partners at the work session.

I will say I happy to see people are reading. If you can't be at the meetings, the newspaper is the best place to get your information.

Tonight there were 27 people, other than council member, Town Manager, Town Attorney, Chief Seay, and Press in attendance. That is much, much higher than the average council meeting.

The Journal does not tape the meetings any longer. CB staff is working toward taping all meetings, but as Kathy is out recovering right now, it has to wait until she is back on her feet!
