If the police would issue tickets for public consumption of alcohol at $200 each....it would curb some of the bad behavior. Hit these criminals in their wallets. I'm tired of hearing that the jails are overcrowded. You don't have to put everyone in jail. Issue tickets for illegal behavior and give them community service time, too. Make them pick up trash in their own neighborhoods. Effort is needed in order to Change the bad behavior by a few.

Crack down on the slum landlords, too! Make slum landlords live by the trash they put into their houses and apartments.

The police in this situation are too busy writing seat belt tickets to try and raise revenue for the hopelessly indebted city . Rather than face up to their responsibilities they will now kick the landlords around. However, as they found out in Cahokia for example, run the landlords off and who will pay the taxes? Additionally with the foreclosure situation as it is many of the so called homeowners, who don't own anything because they owe more on a house than it is worth, will soon become renters themselves. Maybe they then will be able to rent in East St Louis because Belleville will be off limits to them after the landlords go

My guess is Sally every time a house burns or is destroyed in Cahokia the people are going to move somewhere. Instead of getting angry at the landlords the people should be angry at the politicians that brought section 8 housing. These politicians are democrats though and well you know how the St Clair county people adore democrats
