Coverup of missing person report

My best friend, business partner, unofficial daughter quite possibly has been murdered by her St. Clair County, Mo. abuser; she's now been missing for nineteen days.
The last emergency room doctor told the victim repeatedly this Collins, Mo. real estate "professional", RV transport, scarey man in his 50s (souped up on viagra and vodka) who tried to choke her, will commit murder. That was at least the third time he had assaulted his victim (not to mention all the stalking, damages to our businesses, and mental abuse), plus he's abused and tortured other women and children previously AND he's behind many thousands of dollars of child support. As a former Mo. public official stated, "Why wasn't this man locked up?"
Three weeks ago to scare and coerce his victim back as his sex slave, mental abuse toy, for free labor, etc., he left message he was having both of us jailed. And since over the past few months he has destroyed us financially, emotionally, and mentally his victim feared there was no escaping his snare. Like her mother, who was murdered by her father, the victim apparently returned to await his killing her or he used even worse force to make her return.
My requests for help from so called domestic violence groups fell on deaf ears. And the Mo. State Highway Patrol at first also ignored the missing person report then came up with an e mail proclaiming they made contact with the victim and she said this man has never even threatened her. Plus the third ex wife of the abuser has stated the MSHP left her a voice mail telling her to destroy distraught voice mails she had had from the victim and that those messages could not have been from the victim.[Even though MSHP knew there are numerous medical personnel, members of law enforcement (including MSHP officer and troop head), and others that the victim has told of her assailant's actions and/or shown them her physical wounds. MSHP ignored my request for proof they made contact with the actual victim and if so, that her assailant did not control what she said. Perhaps the MSHP really doesn't care abut missing abused women-afterall at least one of their own fathered a child out of his marriage, and now keeps preventing his wife from obtaining a divorce while he harasses her family members on the highways.]
Why doesn't St. Clair County enforce domestic violence and other crimes against women? What sort of cult, organized crime network is operating out of the Collins, Mo. area that one man got by with rape even though he was also wanted for back child support and the above insane abuser roams throughout the USA after he has repeatedly tried to kill his victim and is wanted for back child support? Why do records of back child support merely disappear for certain individuals in St. Clair County? Why did the MSHP close the file on this victim's missing person report even though they apparently have no proof she is ok? Why don't domestic abusers have to register just as sex offenders do?
Who will help see that this Collins, MO. insane, dangerous con man is locked up? Who will help insist on changes to the laws mandating law enforcement and prosecutors to file charges against domestic abusers and to permit a victim's representative/advocate to file for ex parte orders even without the victim's presence? Who wants to help with Victims Of His Stunts, a project of Constitutional Justice Society, Inc.?

I do not believe there is enough proof for me to believe that a crime has been committed. My dealings with the St. Clair county sheriffs department is much different. I have found them willing to Protect and Serve the people in their County. Those person's currently in office will do all that is nescessary to uphold the law in all disputes. An Ex Parte hearing is an emergency hearing held to request the courts to enforce a request from a plantiff. I know recently a St. Clair judge upheld two request for restraining oders against an abuser in a domestic violence case.
