What's wrong with Garfield?

We're considering a move to Collingswood, but the house we were thinking of purchasing is within the Garfield elementary district. The school seems to be severely underperforming in comparison with the other Collingswood elementary schools, as well as having test scores well below state average. Can someone explain why this is happening? We've noticed that the class sizes at Garfield are very small, which makes this even stranger.
Can anyone provide insight about what's going wrong at Garfield?

A little research can yield a clue.
In 2008 Garfield had the following racial make up.
72 white,21 black,36 hispanic,5 Asian.
48% were eligble for free or reduced cost meals.
Collingswood is really trying to make Garfield perform up to the same level as the other schools.This is why they have smaller class sizes.
However it is an up hill battle. Many of the parents are not education oriented. So the students underperform. Blame culture,blame race, blame whoever you choose. But the district spends more per pupil in Garfield than any other elementry school.

Thanks for the info. We have withdrawn our bid on the house based on the fact that Garfield would be the elementary school.
But hey, I'd be willing to reconsider. Since Collingswood is striving for smaller class sizes in Garfield I'd be happy to send my child to Zane....:)
