If the local government would get over the mom and pop town idea and quit running for elected positions (if that exists anymore with commission instead of being appointed by fellow croons) and goin about self gain allot problems wouldn't exist.

Part 2 of 2

Susan Flores, the chairwoman of the commission, said the county is currently looking into a way to fund all the libraries in Otero County.

"After the commissioners had decided to pull the funding from the library at the last meeting, which I did abstain from because I had other ideas, one of the ideas I had was to propose to the library patrons of our county to make a branch-type system in our libraries that we do have," Flores said.

Flores said the branch system would allow residents of the county to be classified as patrons at each of the three libraries. She said a branch system would unite the Tularosa, Cloudcroft and Alamogordo libraries, making it easier for patrons to check out and return items.

She said creating a branch system would allow patrons to check out a book from any of the three libraries and return it to any of the three.

"So, we can have a sharing of books," she said. "Cities have it, and other counties I know have it as well."

Though citizens thought having a branch system was a nice concept, many were still concerned with the funding issues.

Ellen Wedum said it was a good proposition, but it would still require money from the county.

Flores said that by creating a branch system, the commission would be able allocate funds to each of the libraries.

"We can start using our funding for all of these libraries and that gives all our citizens the opportunity to use any library source," Flores said. "So that is what I'd like to propose to our citizens ... to work on something where we can come together and support all the libraries."

Nadia Sikes, Alamogordo District 2 city commissioner, commended the county for the idea, but asked if the county could guarantee the funding after having revoked its funding to the APL this year.

Flores said the county was simply trying to be good stewards with their budget, and funding GCRMC in the future was more important than funding the library.

According to Flores, the county could lose state funding in the next year and would have to adjust its budget to continue to support the hospital.

Donna Brandon, the finance director for the county, said the county provided approximately $1 million worth of funding to the hospital.

Brandon said the state usually supplies match money (the same amount of money) for the hospital, but in the upcoming year the hospital might lose that match money.

Flori McElderry, another concerned citizen, said she understood the importance of planning ahead to have funding for the hospital but didn't understand why the county had to rescind the funding it had promised the library for the current year.

"While I can appreciate all of this forethought and thinking into the future, I don't understand why that would limit the county from funding the Alamogordo Public Library in this budget cycle because you're not spending that money for these ideas that are coming up in the future," McElderry said. "Truthfully, I don't find it professional to rescind money that has already been committed and used within a budget cycle."

McElderry then asked the commission where the funds that were originally allocated for the library were now.

Herrell replied that the funds are currently being held for the indigent care program, and funding for those services were something the county was concerned about.

Editor's note: this is one part of a two-part series.

the hospital wasn't mentioned when they defunded the library. it was all about the county board member having her feelings hurt, and Rardin saying they weren't his brand of patriotic at the board.

GCRMC needs to get out of the monopoly business and the County needs to have someone audit the indigent fund payments. The hospital owns practically every medical office space in town. Using the hospital and its mismanagement as an excuse to defund the library is bullshit.

Isn't it really time the community stops buying into these lies?

True, But this county in the FY 09 State paper shows that Tularosa received .11 of it funds from the county, Cloudcroft received .06 of it funds from the county, and Alamogordo received .04 of it funds from the county.
So the county cannot say they have not been funding the other county libaries and at a higher %.

This is political theater; the Turtle McConnell feigning outrage while he fumbles every opportunity to MESSAGE OUTRAGE over Bammy's dictatorial policies... For those of us who love the works of our Founding Fathers:this current crop of Beltway Establishment Elites lack any bit of sacred honor. WE are witnessing an entrenched political class, bought-n-paid by special interest LOBBYING & crony-capitalist theft of the Treasury, that do not have the people's best interest in mind...Time for Thomas Jefferson remedies: watering the Tree of Liberty &other prescriptions for tyrannical despots

Harkin said it was a “good day” for the Senate and called for more reforms.

Notice the commie chose to say 'for the SENATE' and NOT 'for the PEOPLE'.

Most people do not know how much a library saves it's community. If you took the price of every book checked out and added it up with the price of a computer that one would have to spend to purchase one for their own use, you would be amazed. You are talking any where from several hundreds of dollars to thousands of dollars that tax payers would have to put out. A well funded library in some cases is better than a hospital. Where else could you go to see if you actually needed to go to a hospital. A doctors visit without insurance will easily cost you 1 to 3 hundred dollars. To heck with the petty bickering one could always do it the old fashioned way and only allowed members of the library to use it. Forget the funding by the county or the city make it private. By doing so you can pick and choose who uses the library. You need a grant writer write a grant or ten and make your self self sufficient.
