Your right Ashlea - the nerve of him to ask for the money that he is out.
Again you are right in that he should just go ahead and pay those people the amount the pet owners are asking. Somewhere along the lines of double the actual damages to him. they did lose a pet, but being from texas you should know that pet are property. This is why when a dog dies from negligence you can recoup your losses.
And before you quote that - the pet owners are the negligent party in this case.

The driver should be ashamed of himself. Knowing most drivers he was either on the cell or not watching the road. The driver is responsible for hitting the dog. He should pay the owner for what happen.

You all wanna say what if it were a child? I don't know, why don't you look up some case law. It varies state to state. Someone's got to pay for it - generally it's insurance. Probably your home owner's insurance would cover if your kid ran out into the road.
Bottom line, get a fence... and use it.
