I can't believe that there needs be anymore discussion on this. Summit County sprays for mosquitos for no additional cost and the Barberton Beauracracy wants to charge $$ to spray.
Let Summit County do it and Barberton stay out of our wallets!!

Mr. Downing. please get your facts straight. Mr. McGlone does not hear me when I speak. Mosquito Control (MC) is not a mandated program for a Health District. When there is a budget crisis (no money), non-mandated programs are to be cut first. In 2004, the Barberton city council was eliminating funding to the Board of Health for MC. The Board directed me as Health Commisioner to find another source of funding for MC because we had 9 positive WNV pools. I found and used ORC 6115 to form the MAD and get funds to continue MC. The MAD contracts with the Bareberton Board of Health to do the MC program and gives them money (that the city of BArberton cut) to do MC. If the MAD was not formed, There would be no MC in Barb- Norton today. FACT: THE CITY OF NORTON WAS PAYING FOR MC OUT OF ITS TREASURY.WHEN THE MAD BEGAN PAYING FOR IT, THE CITY OF NORTON GOT A $12,000 DISCOUNT. NORTON HAS RECEIVED A BENEFIT OF $12,000 IN ITS POCKET SINCE 2005. ASK MR MCGLONE WHAT HE DID WITH THAT $12,000 !!!!!!!

If Summit County is already funded to spray in the Southern Summit County, why in the world would we want to pay extra for Barberton to do it?!? I hope this is as logical to others as it is to me!

We went from spraying mosquitos 12k a year to 75k a year thats a 525% increase, and why does it cost 180k to spray Norton and Barberton and 200k to spray all of Summit County except Akron, Norton and Barberton. Any idiot can see the numbers just dont match up. Just like Mr Nixon said from Summit County Health Department there are numerous other health problems in Summit County that need more attention and money than worrying about MOSQUITOS.

Mr. Harrison needs to get his facts a little straighter. In 2004 there was a LOT of flooding. I'm surprised there were only 9 positive pools with all the water. I do believe he was asked to look for GRANT money, not pickpocket the property owners. I don't believe we would have went without some kind of MC. He makes it sound like MAD's money comes from some distant place or falls out of the heavens. The property owners are supplying it! Norton's property owners are supplying 75% of it. That's not the way it was originally presented. Wow, we got a whole $12,000 since 2005? What was done with it you ask? If the other 7 city/townships get added to MAD it has the distint possibility of being 100x $12,000 that MAD will be bringing in. What are you going to do with a million dollars a year, Mr. Harrison?

I can tell you one thing, this smells like something inappropriate is brewing. Whatever the facts are I don't think the average Joe will ever know, but I demand that this doesn't turn into another empire building tax that we are mandated to support.

Why is it you never come to me to get information.You rely on mis-statements made by others. If you would take the time to come to our office, I will show you the correct figures. You ask where is the Norton money going for MC, but you have not answered my question:What did Norton do with the $36,000 it recieved from the MAD since 2005? Did you give it back to the citizens or was it spent for your salary, police salaries, fixed roads?
SCHD did MC in Norton in 1999. Norton was adulticided 3X. In 2007, Norton was adulticided 13X. In 1999 Norton had 2 larvacide treatments. In 2007 it had 13. After the 2007 floods in August, Norton was treated daily and nightly. In 1999 WNV trapping was done 2x in Norton. In 2007 WNV trapping was done 11 times. The MAD is giving Norton $11,000 for a water draimage project. Come to my office and I will show you what Norton received and what it cost. On Council floor, you admitted that the MAD was doing a quality program. Why do you want a lesser program?
