Justice Department warns of gangs in Wisconsin

Scores of gangs are operating across northeastern Wisconsin. That's according to a state Justice Department survey of police departments, schools and community organizations.

They need support which is why they get in a gang,otherwise most would be made the butt of jokes in a society of normal people.
