The Prison sytem at the Georgia State Prison is deplorable, thanks especially to Officer Dubree, who treats inmates there with little to no respect. An incident at Georgia State Prison due to poor, inadequate security:

Security Flaps

A. People Involved:

1. Inmate Jacobian Irby- GDC# 879460 (HI-MAX)
2. Officer Sauls (male)
3. Officer Lane (male)\
4. Officer Hardy (female)

B. Officer Lane performed a strip search of Inmate Jacobian Irby before Inmate Jacobian Irby was permitted and/ or/allowed to go to the Yard. However, Officer Lane’s strip search of Inmate Jacobian Irby was non-effective either from an scanty, ineffective strip search or it was permissible that Inmate Jacobian Irby was allowed and/or permitted to retain a weapon on his person once allowed on the Yard.

C. Officer Hardy and Officer Sauls escorted Inmate Gregory Rakestrau; however, Officer Hardy left Officer Sauls and Inmate Gregory Rakestrau and reenter the building leaving Officer Sauls to escort Inmate Gregory Rakestrau; alone, without a two man escort as indicated in policies and procedures of the Georgia Correctional protocol.

D. Officer Sauls; on his own, escorted Inmate Gregory Rakestrau on the Yard and; in addition, Inmate Gregory Rakestrau was handcuffed and restrained from the back and during this time Inmate Gregory Rakestrau was assaulted by Inmate Jacobian Irby- GDC# 879460.

E. Inmate Jacobian Irby- GDC# 879460 assaulted Inmate Gregory Rakestrau GDC# 1087674 severely cutting Inmate Gregory Rakestrau on his right arm, below his inner elbow, which Inmate Gregory Rakestrau received 21 stitches, severe nerve damage and mental anguish.

F. Individuals that Inmate Jacobian Irby- GDC# 879460 has Assaulted:

1. Officer Matthew Brown
2. Officer J. Hubbard
3. Officer Gilbert
4. Inmate Robert Dennis
5. Inmate Nathaniel Williamson

G. Georgia State Prison failed to act responsibly by not providing a safe environment due to Security Flaps on the doors of the Yard not being installed. Because of inadequate security procedures; Inmate Gregory Rakestrau GDC# 1087674 was severely assaulted by Inmate Jacobian Irby- GDC# 879460 on May 3rd, 2007 by cutting Inmate Gregory Rakestrau as evident by Inmate Gregory Rakestrau’s twenty-one stitches, severe nerve damage and mental anguish.

H. Upon Inmate Gregory Rakestrau severe injury, Georgia State Prison Officials installed Security Flaps on May 4th, 2007, which were installed after Inmate Gregory Rakestrau was assaulted by Inmate Jacobian Irby- GDC# 879460 on May 3rd, 2007.

I. Due to neglect as indicated by an inadequate, improper and an unsafe secure environment as evident by disregard of Security Flaps that the Georgia State Prison Georgia and their Officials did not provide in liaison with Correctional Department due to non-compliances of Georgia Correctional Department and Georgia State Prison policies and procedures.
