The Department of Food and Agriculture announced Friday that all of Ventura County and some 312 square miles of adjacent Santa Barbara County were being put under quarantine to minimize the spread of the pest, which can carry a disease fatal to lemon and orange trees.

What is so amazing that back in the 80's I worked for an orchid orchard and we shipped plants all over the world. The county with the strictest regulations on imports was New Zealand ... we would have to remove all soil from the plants roots with toothpicks before sending them off....

you would think CA being the food basket of the world it would have the strictest regulations ...
