Can anyone recommend a good vet familiar with diabetes?

My parents dog is having some issues with diabetes, and our current vet does not seem to be too familiar with the condition, as her treatments seem to not be working. So I'd like to get a second opinion.

So is there a vet someone can recommend? One with experience with diabetes is preferred, but a good vet will do if there are none.
