“Good evening … Happy Holidays.

Thank you Karen, and the Civic Association for giving me the opportunity to speak before the residents of Sunny Hills.

Before I get started, I want to ask the question if anyone in this room has ever met me or my wife before the BOCC meeting that was held October 23rd.”

Only three people raised their hands and Patrick pointed them out as his neighbors and explained that was when he first met Glen 3 months ago when one of Patrick’s neighbors had a serious medical condition that Glen assisted with.

“My name is Patrick Sallinger, my wife and I have lived in Sunny Hills 2 years now.

I am responsible for writing and submitting my letter to the Sunny Hills Newsletter as well as the internet about the camping trip my 10 year old son and I took on Oct 11th.

On Oct 11th we were rudely informed at 1:15 am by a blast of a siren, a threat of $125 fine and a night in jail by two members on the Sunny Hills neighborhood Crime Watch Patrol for the lack of a camping permit while camping on a public property, Little River Pond, of which had no sign prohibiting camping nor signage to indicate the need for one.

Enraged, I began to investigate who these people were on Oct. 13th. I found that at least one of the members is also the publisher of the Sunny Hills Town Crier. I made a complaint to the Sheriffs office about the newsletter to have it removed from my mailbox, which is by the way illegal to distribute without proper postage. I have no reason to read slanderous fictional garbage. Even though the following people has no say over this group, I have had commissioners, the administrator of the county, and the director of Washington parks and recreation apologize many times over for the behavior exhibited for the night on Oct 11th.

The reason why I asked the question if anyone has ever met us: I was blamed for working for the civic association, working for Glen Zanetic as well as those who were running for office for their political gain or for whatever reason. I am just a resident like most of you who’s had enough and took a stand against any negativity Sunny Hills has had for the past few years.

From reading back newsletters and other countless complaints people has published on several websites that sound similar to what we had to go through. Complaints, such as, that if you were to get on the bad side of these members, you are subject to having your house under surveillance by certain members in the neighborhood crime watch.

On Oct 17th Sunny Hills Crime Patrol drove by my house 6 times after patrolling the same streets in a two hour period. The 5th time they drove by, they did not notice I was standing under my carport when I saw them driving by, once again from Country Club Blvd towards Hwy 77 down Sunny Hills Blvd. When they got directly in front of my house, they quickly slowed down from 30 mph to 5 mph until they saw me when I stepped out from underneath my carport. They gunned the vehicle back to the speed limit and once again, patrolled the same street they just came from and drove by my house once more. I called them on it and the excuse was that they were lost, on Sunny Hills Blvd.

What occurred during our camping trip may seem petty to some people, however, it’s not just a ruined camping trip. It’s about the big picture and it would really be comical, and would have been never mentioned if that was the only incident that happened in Sunny Hills by these two men, but it is not. We became an addition to the list of many others who have similar harassing complaints.

On October 10th, 1996 Sunny Hills Crime Patrol became an incorporated entity. 5 days ago, I found that Sunny Hills Crime Patrol, Inc, has been dissolved by the Secretary of State on September 26th, 2008 for failure to submit annual reports and fee’s. Sunny Hills Crime Patrol is not regulated, nor have they been required by the Sherriff’s department to submit any type of document for some time now. On Friday, November 7th, 2008, according to the sheriffs department, there are supposed changes to be made with the Crime watch. Since the Dissolution by the secretary of State, Crime Watch continues ‘to run, unregulated and dissolved.

Every neighborhood has the right to have a crime watch, but most are regulated. Some even require that members go to a six week training program and put in 60 hours riding with regular patrolman before they get certified with a badge.

The definition of a neighborhood crime watch are those who are the eyes and ears of the community. Crime watch should improve residential safety by helping to lower property crimes by finding and working close to a law enforcement agency who will educate the crime watch team of criminal opportunity by understanding crime.

The crime watch team should hold meetings and educate the community in what they can do to by teaching key residents how to be more observant, empowering our supporters to become crime-aware "eyes and ears" for our Crime Watch, and cooperating with one another to solve many of our own internal problems ourselves without the need of bothering authorities for their 'rationed' piecemeal intervening, and then by means of SH Crime Watch the reporting of those remaining problems to ANY applicable law enforcement agency who is dependable to provide assistance for specific problems.

As to date, there is no policy, no regulations, no requirement for activity sheets that should be turned into the WCSO weekly, the crime watch team has called in law enforcement many times, clogged up radio channels they didn’t belong on, and many times when the deputies did come, they would find themselves pulled away from other problems that needed more attention than the ones they were called on.

I have had many conversations with people about our current crime patrol. Now, I am aware of the good people who are in the crime watch and I thank you for watching out for any criminal activity and vandalism, and helping keep our houses safe. However, there are some in the group who has been involved in breaking our community up in a divide and conquer act. To many stories have I heard, even from my surrounding neighbors that Neighborhood watch will pull you over with their vehicle as law enforcement would, furthermore, some of the tactics being displayed by certain Patrol teams are intimidating, harassing, and are having the effect of preventing us from using our property without fear of being scrutinized.

I think It’s about time Sunny Hills should have some form of a deputy “substation”.

We have an element of hatred and a bad reputation in Sunny Hills. From all I have learned, read, witnessed, the element seems to be stemming from one small group of people whose opinion is completely different from our vision.

Talk to some who don’t live here … the normal response will be,“I will never live there, to much drama and hatred”,“Sunny Hills is a joke”,“Sunny Hills will never have growth”,“wow, look at the stupid little fountain at the entrance” Talk to some of those who do live here, Ive been told,“I cant wait to move from here” as a matter of fact, some did move, because of the drama and hatred for the past few years.

We can’t tolerate this current behavior if your vision is a wonderful place to live, or, if you have an investment and you ever wish to sell.

We have a great potential in Sunny Hills.

In my research, I found some interesting facts.

Chipley was founded in 1882. According to year 2000 census, the population is around 3,500, Washington County a total of over 22,000 residents.

Let's look at the next biggest town, Lynn Haven ... established I believe in 1920 ... population 12,451 not much more room to grow. Next one, Panama city. Pretty Large, population 37,188 in 2005; Panama City Beach, Incorporated in 1969, population 9,500. Bay county’s entire population is over 163,000 residents. You see, everything as far as growth is concerned, can only move north and Sunny Hills is the next largest established development besides Southport.

Sunny Hills plats began in 1971. Since then, about 750 homes were built and our population is around 1800. It contains over 24,000 lots which is about 55% of all the taxable land parcels in the county. The people who bought homes here in the 1970's have quadrupled their investment! The people who have bought homes here in the 1990's have already doubled their investment and this without the addition of a new airport & other coming projects! We have nice amenities; a Golf Course, Club House, lakes, parks, rolling hills, etc. It's pleasing to drive into Sunny Hills. Some of it reminds you of driving into the North Georgia Foothills!

Panama City & Lynn Haven are to full capacity, so “new roofs” can only move north.

If your vision is to have a thriving community, we must stop the current hatred and drama. We must start working together, all minorities’, all majorities, all subgroups and all committees. The entire community has to work together as a whole. There must be a way to find some compromise instead of fighting.

Now that we are entering into a season of giving, let’s carry this out into 2009 by giving ourselves to each other, our ideas, and compromise and work together to make Sunny Hills a bright new future for everyone. Since all parties involved in the feuding in Sunny Hills has made the claim that they all want the best for Sunny Hills then why cant we all stop the quailing and begin to work together to achieve great things for Sunny Hills.

Let’s make our new years resolution for 2009 to be the year of cooperation In Sunny Hills

No,I would not like to read his speach.I've heard the same story 10-15 years ago and I'm fed up reading the same for past 2 months.BTW,it was a Civ ass meeting not political event.The election is over.

Understand, some members of the crime watch are criminals themselves. They carry guns, that's against the law when you patrol in a county service if you are not an officer. Also, I read on this very blog not long ago about one of the members showing up on a web site blog that was not very good. I think if enough people would show at Fred McAvoy's house where the patrol car stays we can stop them from going on patrol. They don't need to be on patrol in Sunny Hills or any place else carrying guns. We can do a citizens arrest for patrolling and carrying weapons without a license. Look in the phone book for the address and show up this afternoon around 6.

Thats part of most people's problem in SH, they only hear what they want to hear, read what they want to read and thats how the miscommunication starts, just like you "geeez".

He said he was accussed for (before the election) working for political powers, or association people, or GZ.

What it all comes down to, this group of people and I would probably think your one of them cannot stand it when somebody stands up to them and you/them will only hear what you/they want to.

Patrick is telling the truth and has facts backing everything up. If you cant handle it then you should stand down and be quiet and listen to what the community complaints are. Patrick isnt the only one with a complaint ... there is allot more than you are probably aware of.

No,you have the problem with people who are not under the spell of gz so I can tell the same, if you don't like it you should stand down and be quiet and listen to what the community complaints are.Pat has problems why he is not in a court yet?.Calling for a riot at F.McA.house fells under the domestic terrorism law.

Pat has every right to file charges against these lawbreakers--SZ and Barney but chose to expose them--FOR NOW---in the community for what they really are. All he initially asked for was a public apology but like all criminals, they feel they are above the law and can ride rough shod over a community.

You people in SH are some radical idiots,I will help yall out,I will start calling right now and see if I can find a psychologist to open an office in Sunny Hills for all you crazy old farts,maybe we can get a prozac manufacturing plant down there to so it wont cost medicare to much to treat all of you,and I will also check to see if medimusal will send an 18 wheeler loaded down so yall can take it and get some of that shit out of yall because we all know yall are full of it,Ill call the parks board and see if the can build a shuffle board court so yall can get out of the house and off this damn computer and try to be social with each other.

I was at that meeting last night and thought it was great. They had lots of people, good food and intelligent speakers that made sense. Yes crime watch is a sore spot but nobody has ever taken their good members to task for trying to provide a service to the community. The only ones that have been taken to task are the ones that act like bullies and try to proclaim they're law enforcement. These same people use these same tactics in other organizations and most of us are tired of it. If they don't like it that is their problem. I didn't see anyone at the meeting last night that objected to crime watch.

as stated last night, if the CW patrol vehicle is seen by anyone roaming the streets, they are currently doing so illegally and the sheriff should be called. More than one way to deal with vigilantes who ride around in a marked vehicle; wearing a uniform and acting like they are providing a service to the community while some in CW have acted like criminals/felons.
