it is never too early to introduce kids to guns and gun safety. As soon as they have the capacity to know what they are doing, they should be taught both how guns are tools and how much terrible destruction a tool can cause if misused.

Some kids are old enough at 4 and some are not old enough ever. it is up to the parents and the instructors to determine. Laws are too broad and always deal with the lowest common denominator.
