is currently initiating new gang members and an incident has already
occurred in this area.

A hoax - the email about the bumping incident has been around and has made the rounds with all sorts of cities and police departments claiming to originate the "warning"; MS-13 is a real gang, but the email or text isn't accurate and will do nothing more than bombard Schertz or other police departments with phone calls
