I've been looking to move to Chillicothe. I've noticed there are a lot of houses for sale in the Union Heights area. The homes for sale are in my price rage, but I am wondering why there seems to be a mass exodus; why so many homes for sale there? Is there something going on in the neighborhood that makes people want to leave? I didn't research my current neighborhood well and regret that daily (I'm surrounded by thieves, druggies, etc.).

What you are seeing is bank owned properties. A lot of people in our area lost their homes when the bottom fell out of the housing market. Chillicothe has had a very hard time recovering.
