You all have NO idea what your talking about. If you could talk to ANY FF with more than 2 or 3 years on the department they will tell you that Vaughan is the most incompetent individual ever to run the Chillicothe FD. He was promoted simply because the other two assistant Chiefs at the time rigged it for him to test higher.(All 3 signed up, 1 didn't go, 1 answered 1 question on the test so Vaughan wins). The previous Mayor played Vaughan like a fiddle and Vaughan went along with it. He has been written up and suspended so many times it's crazy.
The issue of expired air bottles is the tip of the iceberg, the removal of the main fire alarm for the station on Water Street is also the tip of the iceberg as well.
The men and women of your FD will continue to do their jobs and take care of the citizens of Chillicothe as we have always done.
The total incompetence of two members of the Civil Service Commission is what is the most troubling. This is why people HATE politicians and Commissions. To let let this man get his position back after everything they heard over these past few months is an atrocity for the citizens.
Kudos to Mayor Everson for having the balls to try to do something about it...

That's not the point. You don't fire people if you are going to lose and cost taxpayer's alot of money. You do your homework and follow codes.

It doesn't matter what kind of job he did if he hadn't been written up in the last 24 months that is the criteria.

Wait till we write the big check! Smart Guy

I agree! I wish people around here would take a nice hard look about what is happening in this town. Corruption is running rampant in this town!

I would refer you to the Civil Service rules that govern the City of Chillicothe. The Mayor was WELL within his rights as Mayor to terminate Vaughan just based upon the issue with SCBA bottles, which Vaughan knew about for at least 10 months prior to the State Fire Academy sending our FF back from training because of expired test dates on the bottles. My humble opinion is that the Civil Service Commission members who voted to reinstate Vaughan have future political aspirations so they wanted no part of pissing off labor in the City/County. Before you slam someone it's a good idea to check what the rules actually are.

Everson screwed up. Now the city has to pay thousands in back pay. Then just wait until the lawsuits are filed and the awards given. Big problems ahead Chillicothe. Open your wallets and bend over $$$$$.
I wouldn't want to be one of the few firefighters who spoke out against the Chief. In addition to having hell-to-pay, they can probably expect a personal law suit.
Going to get interesting, really interesting.

The mayor did it wrong and didnt follow the rules. This is what happens. The chief may be a bad chief but civil service commission has to look at the rules, like them or not. Ohio civil service promises a job for life, even for worthless employees. Every time some one wants to make it possible to fire bad civil service employees, the unions throw a fit. Ohio voters defeated a law last November that would have allowed this guy to be fired and stay fired. But the unions and their 300 million dollar campaign defeated it. So hes back. Now its just a matter of how much its going to cost the taxpayers and how many city employees we will lose jobs when the city has to pay up.

I must be reading a different article. YES, Vaughn is being returned to duty but only after a 60 day suspension. This decision finds tehre was a problem with his leadership but not enough to justify firing him, THIS TIME. Should he have been fired? Absolutely and this suspension lays the ground work for that to happen the next time. With Vaughn that will happen. His history has proven he is incompetant and there is nobody within the Fire department that will protect him. The smartest thing he can do now is retire but, again, Vaughn has never been shown to be very smart. Probably the smartest thing he ever did was pay the other two Captains to sign up for the test, blocking others of lower rank from taking it and than when bomb the test intentally, Vaughn gets promoted. In the Fire service, it is called "buying a coat" and goes on all over the country. It's not even illegal. Sometimes the top candidate on the civil service list will pay the person above them to retire or in this case it was to block others from taking the test.

The fire chief is not in the IAFF union! Don't speak of things you have no clue about.

Once again, Mayor Everson followed the rules. Vaughan was terminated after he had been suspended for gross incompetence 2 times. This was all within the 2 year window. The gutless actions of two Civil Service Commission members is to blame... not the Mator nor anyone else involved in Vaughans firing. Guess what he's doing since he got back? Not a damn thing except gloat that he is being paid his retirement and a full time salary and Social Security at the same time. The blame lays squarely at the feet of Troy Gray and Joanna Gadson. They are the ones to blame not the anyone else. They didn;t have the guts or sense to do what's right.
