Team player Davies said in the article that the Village is doing it all wrong. They don't know how to budget. He is (Davies) is a proponent of “zerobased budgeting,” wherein village services are identified and resources allocated to each rather than considering all the funds and projects as one big financial pie. In a zero-based program, each project and department is analyzed, he said.

Zero based budgeting, an accounting process that was good in the 1980's, but does not make much sense in the 21st Century. While zero based drives managers toward being cost effective and sometimes detects inflated budgets, it is a slow response process that take the executive eye off the budget strategy and places it on the minutia. Using zero based budgeting is a morale destroyer. No manager wants a bean counter looking over their shoulder when they have proven frugality. Screw you mike

So let's see. Mike voted voted in favor of every Village Budget and every retirement package buyout since he got on the Board, including the HUGE customized buyout for Jack Lind his partner and NOW he says "the Village is wrong"? If we went to Zero-based Budgeting would that be better than what the Budget Officer is now doing? Did Mike ever say that before like at a meeting, or at breakfast to Jack or Chuck? Or is he just talking out of both sides of his mouth or into his sleeve like he does at Village Board Meetings? His nuts are in a vise and he is squealing. too bad for him. Really bad for us if he gets reelected.

Pity the poor managers who have a "bean counter" looking over their shoulder. That's what the Trustees ought to do. At least Davies and his team are talking about issues.

Davies and Lind win easy. But will do-nothing Badon hang on? After running against the Mayor, I got a piece of literature loving up on Siegel today. Make up your mind, Dan.
