Dog Parks and Dog Beaches in Chicago
Like most cities, Chicago has strict laws that mandate that you keep your dog leashed at all times when out in public.

It's an excellent idea unless you like to be sued by somebody claiming that either your dog BIT or scared their child.
And many people don't like undisciplined dogs that jump all over people. While they may never seek to be unkind to the animal, they won't like all the 'attention' either. People also don't like walking along and inadvertantly stepping in dog poo.
Dog parks are a good idea if you have the spare space. They have worked very well in some Washington metro areas.
I think the 'doggie beach', unless it is manmade, is a good idea though. We don't have enough places for people to just enjoy the beach without having to receive undue animal attention or step in poo.

Yeah, dogs are leashed. I was bit once by a dog on one of those leashes that are like a flyrod reel. The dog could still pull away from his owner far enough to reach my leg. Meanwhile the dumb-a$$ dog owner stood there and acted stupid.
Those leashes are the most useless thing on the planet.
