While I can sympathize with Lon Anderson's automatic empathy for all things affecting automobile drivers, as a resident of Chevy Chase (the Town, not the Village) I can see clearly that the speed cameras have had a salutary effect on traffic flow on Connecticut Avenue. There is a lot less aggressive driving and this makes traffic flow more smoothly at speeds that are consistent with the synchronization of the traffic lights.
Drivers who oppose the speed cameras have it completely within their control to deprive Chevy Chase Village of the monies collected from these cameras by exercising the simple expedient of NOT SPEEDING.
