So I've read the report and its claims of all these "low-level non-violent drug offenders" who are currently in prison, and it occurred to me...has anyone cross-referenced these "low level" offenders that are in prison with their prior record of convictions? Are they talking about first time offenders or are there some career criminals who just happened to get popped with a little bit of dope?

Also, the "savings" they seem to be talking about doesn't appear to take into account the cost of continued crime in the community (harm to victims, property damage, cost to prosecute additonal charges, etc.)

Kinds of makes me wonder what else they might have left out.

an example for a flogging would be , anyone caught trespassing should be publicly whipped buy the land owner or his designee. Then throw some salt on the wounds. If kids saw and recieved this it would teach repect for private property.

you are correct.
there's no reason to take cigarettes away if they pay for them
