The water is a common resource. Companies that need abnormal amounts of water to increase profits should pay an abnormal rate for the water. This will provide real incentive to the companies to look for other alternatives. It is the capatilistic way.

Then where are you going to put all the sewage and toxic waste that goes into the lake?

Turn the whole lake into a landfill after it is drained then do the same thing with Cleveland. At least Cleveland would have a purpose to exist at that time.
