Civil Rights wasn't a party issue, it was a geographic issue.
It is a point of fact that indeed MOST Democrats supported the bill that was introduced by a DEMOCRAT and the bill signed by a DEMOCRATIC president.
If you examine the REGION and how members voted: the REPUBLICANS from the south opposed the bill in even larger percentages.
And *today* it isn't difficult to see how the Republicans are disposed by looking at the numbers of blacks who are members of the party.
