Typical reaction to throw money at a problem and hope it improves....

It would be a great help to this town if they got rid of that school administration building in the lot by the 7-11 on crater road. It, in and of itself is a money pit and the nepotism, work-lessness, expensive cars in the parking lot, place these "employees in the empty rooms throughout the schools in the burg there.
This will never happen because the folks in that building are afraid to go to any of the schools, their cars would get keyed by the "students" being they are minors, could and would do it right in the front of their face. With no reprisal.
This leaves a handful of undergrad "teachers" in the bullpens to fight off the "Students" while the better served sit in the Administration building, with donuts and coffee.
This is a complex issue,
1. If the student does not wear his clothes in the required manner, suspend him. He is not learning anything out there in any event. Now there are a few shining stars, but very few.
2. How is it that a "student" can get out of high school and not even read?? But try to go to the bathroom there and get beat up by three against one!
3. The weapons in the school are paramount. Having been the recipient of twice, a gun having been pulled on me by a minor, then tanking gas was verbally accosted and threatened to get my @$$ beat, just for pumping gas.
Now, there is a solution, for the first year, legalize each and every type of drug in the world and let the users simply kill themselves. Half the problem will be solved. Next, if you are drawing a public check, urinalysis upon each paycheck, oops unworkable check, welfare check, food-stamps, etc.
I further realize that it is a GOD given right to bear children, but, to have 7 children and 6 different fathers, 5 of whom are in prison and the last is gone missing, it is a no brainier that the tax system has to pick up the bill. Just why is one allowed to bear a litter like that without the foresight to feed them.
It all goes back to the school system and the inability of the administration to set strict limits on the behavior of the "children" becoming thugs in later life, dealing crack and dope to the children, in effect, teaching them alot better than the school system.
What is wrong to pay a child in the school system for good grades? good attendance? proper attire? proper demeanor? Would not at least a portion of this lead into adulthood, getting paid for doing good? Peterrsburg school system is the laughing stock of the entire state, if not the country. I have seen college graduates read on an elementary level. Not do their job, not care a bit. Congratulations, Petersburg schools, you are the best of the worst.
