Can a food service establishment legally add an 18% gratuity to a food bill???

Often if there is a large group having dinner the gratuity is added in, normally at 15%. I'd never heard of automatically adding on more. Sometimes if they add in a lower percentage, they only cheat themselves out of more of a tip.
I think the man's remark of "why are you worth more?" seems to reflect poor service.
Yet, I have to say that my own son was manager of a Pizza Hut before, 3 different ones and literally NO ONE wanted to work on Sun nights and serve the church crowd, because they often left NO tip. Shame. I made sure to bring that up at Church different places we've gone and the pastor said...YES by all means...do not stiff your waiter or waitress as it reflects poorly on you and the church!.
I can see how many think the pastor was rude, BUT he is a person like any other and truth is,,, Tips are earned!

It was a woman "Pastor" and she has yet to apologize. The "Pastor" complained because the world knows what an ahole she is and Applebees fired the waitress that got stiffed.

The group liked the food and the service was good.

The "Pastor" is a scum bag and hopefully, a poor representative of her church.

The Pastor was in her own right to express her displeasure with that 18% gratuity. There was no restaurant comment sheet to write on, so she wrote it on the ticket....nothing wrong with that. The waitress was totallly out of order to post the comment/bill on the internet. Yes, she got what she deserved by doing such. Let that be a lesson to those who serve the public.

35 dollars for one person sounds like a lot of food at Applebee's. I would expect half of that. Second, she gives 10% of her entire earning to the church (not God) and 18% of the bill to the waitress. Big difference, ignorant woman.

Everyone knows that in the US we pay our servers directly rather than through the restaurant. What if she wrote "God provides for me for free, why do I have to pay you for food."
