Leaves in Ditch

I have leaves in a ditch in front of my home. They are on the corner of two roads. Am I required by law to bag them and dispose of them? The reason I ask is, since I am on the corner I am catching all the leaves for 2 roads of the neighborhood. The county used to come clear it since there is a drain near the corner on this ditch that keeps water from building up.
Curious if anyone else has any idea on this. I checked the official county site but didnt find much.
