The state director of gaming operations who supervised the opening of Pennsylvania's first slot machine parlors has submitted his resignation, a gaming spokesman confirmed Wednesday.

Kevin C. Hayes, who joined the state Gaming Control Board as an assistant chief counsel in 2005 and was appointed director of gaming operations in 2007, informed the board Monday, board spokesman Doug Harbach said.
