Cherry Valley water

When I use the tap water in Cherry Valley to make tea, there's always a somewhat oily, "dirty" residue that sits on the top surface of the water. If I us bought spring water, there is no scarey residue on top.
What is this? Is it the lime in the water that reacts this way? I've read over the official report of the water supply in the town and don't see anything in the danger, what causes this?
