tracing native heritage on a grandparent placed in a foster home

my grandfather was placed in a foster home in va. in 1913
he was 6 yrs old when both of his parents died.
I have found paperwork for when his parents applied for marriage and document of their marriage, but i can not find any proof of their death nothing.... and i dont know why i cant find that..
they both died close to thanksgiving in 1913
and for some reason my grandfather didnt sta with his family or his older brother..but was sent to virginia to live in a foster family, all that I know is that he was told he was native american, but what tribe I do not know, his fathers last name was Burton
if anyone knows how to better research this please let me know..
