Councilors favor Kazanjian fines
Several city councilors want to recover civil fines called for by the state inspector general over an illegal sewer connection installed by former City Councilor Alan Kazanjian.

$ Three Million in fines is an absurd amount, based on the harm actually caused. Kazanjian should be required to pay the hook up fees avoided, any and all water and sewer taxes due from the date of the hookup forward, with appropriate penalties and interest, the same as charged to anyone who paid late, and a fine of a couple thousand dollars simply as a deterrent to keep others from trying the same stunt. What was done was not right, but on the scale of things done in the city every day that are also not right, this barely moves the needle off zero. I'd much rather see the same amount of energy used to collect fines from the banks that are destroying property values and creating eyesores and health hazards by allowing foreclosed properties to sit vacant and not cared for or maintained. This is having a far worse effect on the quality of life in Lowell than having a single extra building hooked into our sewer system.
