Thank you Roy for getting the videos on the web, and linking them on the Chelmweb site (link below).
I just reviewed the video with Sam Chase and myself talking about the financials of the Hillside Gardens project and David Heddison. Please, anyone interested in 40Bs, please watch that video, Part I is only about 5 minutes long. It's amazing.
Sam clearly stated that they need the 59 housing units to reach the 13% profitablity...that the developer wouldn't make sufficient profits with even a small reduction to 51 units. He was clearly relying on those high level, unsubstantiated pro forma numbers.
The pro forma was at a very high level with no supporting cost and pricing data, as I stated on that Feb 6th show and at the December 17th BOS meeting. Thank God we have these videos to document who said what and when they said it (thanks again Roy). The video links are on this Chelmweb page.

False Testimony and Fuzzy math has led to the Board of Selectmen's Approval of the biggest and most Dense project in Chelmsford's History. And Have set in motion a precedent that will likely be used against the town for any future 40B developments
Plus in a nut shell they tell the abutters we are through with you,Move on.
They feel it should move on to the next step at the Zoning Board of Appeals.
They feel if anything is wrong the ZBA can fix the problem and reduce the density at the ZBA level (with all the power that the Department of Housing and Community Development gives them?)
( What can the ZBA do as far as checking pro forma financial???
On close analysis you'll notice BOS testimony about auditing and accounting change over the course of this "Open Session" part of the Selectmen meeting when "new" info is intrduced into the mix.
