No, Chattanooga does not seem to have any ethnic festivals.
But there are daily ignorant redneck festivals as proven by the response below yours.

There are very few festivals in Chattanooga. The main festival relating to any ethnic group is the Cultural Festival sponsored by UTC every year.

I did some searching and I can't seem to find anything really ethnic in the area. Nor have I heard of anything in the last year that I have lived here.
The closest thing may be some ethnic food or music creeping up at 4 Bridges or Riverbend.

Chattanooga has only one multi-cultural festival, but generally speaking it's not a very welcoming places to outsiders and we aint about to change, especially them folks from Knoxvilled (Go Mocs!) The new mayor tries to paint the city as "culturally diverse" but when it comes down to we're still the buckle of the Bible Belt,and the home of the good ole boy. Our idea of culture is a family BBQ, and listening to lots of Skynard with your buddies.

A better idea... let's have an Indian festival since they were the first ones in good'ol USA, oh wait USA hmmm United States of what? What would America include anyways?
