In this day and age, why are we still using human traffic flagging personnel? The highway department uses large lighted arrow signs for traffic to switch lanes, why not use the same type of warning signal to display a big 6' to 8' picture of a "stop" or "slow" sign. Cost wise, it would be about the same amount to run it as it would to pay this flagging personnel the $38.00 per hour to stand in the middle of the road, putting their life in harms way.
As I have experienced road flagging back in the 80's while working for Ramsey County for a summer job, some motorists like to see just how close they can come to the flagger before they actually stop. I was even told this by driver's as they laughed!
The highway department needs to improve on their safety, and find better ways to asure a better and safer working enviroment.
