Firstly, that environment you describe is also used by pedestrians, cyclists, motorcyclists, horse riders, school buses, farm equipment and deer to name but a few of your fellow road users. You learned all this when you got your driver's license.
Secondly, there's no indication that this women was doing any of these things. So I'm unsure what your point is.
"7:22 last night, pedestrian that was running in the roadway" Here are a few excerpts from the article; it is a short line of dots but if you focus really hard maybe you can glean the meaning.

According to Virginia State Police, the deputy's lights were on. The story you linked to has updated their information. We have not received information as to whether the woman was lying in the road.

Virginia State Police say Williams was lying left of the center line of the highway, not running in the roadway.

Yeah, I focused, I read all he articles and it said she was lying in the roadway.

While I think we can all agree that lying on an unlit highway of our own volition would not be a good course of action, there's no indication she was lying there of her own volition.

I think the unanswered questions are what happened that caused her to be lying in the roadway, and possibly whether the sheriff's deputy should have been traveling at that speed (the VA code puts his stopping distance at 233 feet) when there's a real and significant chance of pedestrians on the road if he was approaching the scene of a reported medical emergency.

I'm sure all the answers will come out in the investigation. In the meantime, I too will be keeping the family in my thoughts and prayers.

Ever head the saying, "If you have nothing nice to say, say nothing at all"?

In a thread about a woman being killed, this seems like sound advice.

The lady was lying, as in horizontally, across a lane on the highway. She was not standing, jogging, running, biking, or motorcycling. So, until this is investigated more, I wouldn't make any assumptions as to her cause of death, regardless of what may seem obvious.

Richmond station is reporting:
CULPEPER, Va.(AP)- The Culpeper County Sheriff's Office is investigating the death of a pedestrian who was hit by a deputy's patrol car.
Police tell The Free Lance-Star ( http://bit.ly/V5LZ07 ) that the deputy was responding to a medical emergency call when his car hit the woman on U.S. 29. The accident occurred Wednesday night.
Witnesses told the police that the woman was wearing dark clothing and was in the southbound lane.
The patrol car was traveling about 70 miles per hour. Its emergency lights weren't on.

Who has the right facts? Were his lights or or off?? Daily Progress is saying that the woman was lying just over the center line of the highway.
I guess we will never know the true story...sorry for the victim and her family.
every station and every channel has there own story

Are you kidding me????????? The lady was lying in the road in dark clothing and the officer was responding to an emergency medical call. No way he will be charged with invol. manslaughter!
