How come Albemarle Co banned pan handling four years ago and Charlottesville cannot? Albemarle appear to get things done while Charlottesville has to debate everything to death and never come to a conclusion.

Waste of time and taxpayers money! Charlottesville is the "haven" to the homeless. Thanks in part to our wonderful city councilor, Dave "Bum-lovin" Norris.

Check how Albemarle County voted in the last election and how C'ville voted in the last election and you'll have your answer. Then take a look at the nationwide results and you'll know where we're headed as a Nation. Tragic.

If the Haven would close/move/disappear 90 per cent of the problem would be solved. If it were any other city council they would close it as a public nuisance of a health hazard.

The article states that the homeless believe that they are the same as the Salvation Army bell ringers and should be given the same courtesies. They obviously haven't looked into a mirror in a very long time. The Salvation Army is soliciting donations to help those who are less fortunate to get back on their feet. The homeless on the downtown mall are soliciting donations so they can stay off their feet.

Very big difference, I would say.

I'm really sorry for anybody that is homeless but these guys need to spend their time looking for jobs and trying to better themselves, rather than clogging up our judicial system. The whole thing is sad and stupid, all at the same time.

Are these five still homeless? And the case has been going on for over two years? Gee, when Norris et. al. advocate these havens for the homeless, they always portray them as folks who just need some help to get back on their feet. Two years-plus already, eh?

A while back a story was on the news and one homeless man said he averaged $200 per day. That's why they don't try to get a job. Panhandling is more profitable for them. I sure wish I made $200 a day on my job!

Come to think of it, don't I have the right to NOT be hounded by these guys or others? Frankly they ought to be humiliated that they are trying to make a case that allows them the opportunity to panhandle. "Yes your honor, I'm a panhandler, aka, annoying begger" and my right to pester and intrude in the lives of others and ask for their hard earned money is being violated".

Amazing how they find it difficult to keep panhandlers away from downtown business's doorways, but there are specific regulations about their signs -- what they look like and where they can be placed.

If the panhandlers job is to beg, then why not make them apply for business licenses, pay to lease space on the mall and pay taxes on what they collect? You know, make them jump through the same hoops that business owners have to jump through. Fair is fair!

Don't forget that the $200 per day is tax free. So in theory it's equivalent to a working man making $275 per day depending on your tax bracket.
