If that's the case, I don't think it's appropriate for those who haven't lived here, and brought wealth and employment to this community to actually have to support them.I feel that it's appropriate to take care of those who live here, who went to school here, who worked here. I don't think that somebody should be able to wander in to take advantage of services offered here. It is relevant to ask, "how long have you lived here?"
Let's just say, if you're a wealth creator you get to live here tax free for x amount of time. Though, what incentive would that create for those who are wealth creators that have lived here for x amount of time?
